Press statement | 13.12.2016 Ombudspersons commend positive example of inclusion of children with special needs into the regular school system Inclusion, Illustration Ombudspersons have learned from the media about the "Teacher from Sarajevo who was subject to reports of the worldwide media: explained the essence of inclusion to the world." This is a very positive example when it comes to the inclusion of children with special needs/disturbed in their psychophysical developmental to the mainstream education system, and Ombudspersons in capacity of children’s rights protectors have sought and keep seeking to promote good practices. A teacher of the elementary school "Osman Nakaš" Sarajevo in her first grade had a student with congenital hearing impairment. The child uses hearing aids, but because of his hearing difficulties, but his need for communication is no less than that of his schoolmates in the classroom. Prior to the commencement of teaching the teacher talked with the child’s parents. Aware of the problem, the teacher accepted the challenge, and learned the sign language in her spare time and created her way of working with the child. All this time maintained was a successful cooperation of all the children’s parents with the school and the teacher. As a result of such cooperation all the students have learnt the sign language. Representatives of the Human Rights Ombudsman of Bosnia and Herzegovina talked to the teacher, who showed exceptional professional responsibility and high degree of sensibility, and during the international week of the child, the BiH Ombudsman Nives Jukic and her associates held a workshop with the students of this classroom. Ombudspersons are familiar with the problems facing children with special needs/disturbed in their psychophysical developmental. During 2010 the Ombudsman’s Department for the protection of the rights of the child made a comprehensive analysis of their status which revealed a number of gaps in creation of an inclusive education system completely adjusted to these children. Individual complaints of these children’s parents corroborate this conclusion. Ombudspersons will keep striving to give their best contribute to a normative framework in Bosnia and Herzegovina, as well as the establishment of adequate safeguards which should result in full enjoyment of their rights as guaranteed by international and local applicable regulations and standards. Ombudspersons will inform and the Parliamentary Assembly of Bosnia and Herzegovina, as well as the parliaments of the entities and the Brčko District in addition to the general public and professionals about the mentioned positive example in its regular Annual Report.
