Press statement | 29.11.2016 The Ombudsmen Communicated Their Initiative to Amend The Law on Preschool Education of Canton Tuzla Pre-school education, illustration Human Rights Ombudsmen of Bosnia and Herzegovina, in cooperation with the NGO "Transparency International", sent to the Assembly of Canton Tuzla initiative to amend Article 48, paragraph 1, of the Law on Pre-School Education of Canton Tuzla, which reads: "Various programs for pre-school education in public and private preschools implemented by educators and professional associates of various profiles (pedagogues, special education teachers, psychologists, doctors, social workers and persons with faculty of social sciences) with a university degree or equivalent and passed the professional exam." The Ombudsmen are of the opinion that it is necessary to align Article 48, paragraph 1, of the Law on Pre-School Education of Canton Tuzla with the BiH Framework Law in the way to delete the part: "persons with faculty of social sciences". The Ombudsmen stress that such an important area as the pre-school education should not be "non-regulated" and left ample room for broad interpretation, but must include clearly defined criteria and standards that must be met, especially concerning persons who are able to work in a preschool institution. The Ombudsmen are of the opinion that the educational work in kindergartens and personality of teachers/expert associates are invaluable for the development of the child. Educational work is aimed at achieving long-term goals, which include: emotional stability, independence, curiosity, initiative and creativity of the child. Early care therefore has to provide education in preschool institutions by engaging particularly specialized and carefully selected personnel without which the child has a predisposition to develop a specific deficit that would later influence it's development in pre-school and school education. In the coming period the Ombudsmen shall devote full attention to this issue in the way that they will achieve insight into the legislative solutions of other levels of government.
