Press statement | 24.08.2016 Visit to institutions for mentally disabled persons in FBiH Visit to institutions for mentally disabled persons Ombudswoman of Bosnia and Herzegovina Jasminka Džumhur and vice president of the Federation of Bosnia and Herzegovina Melika Mahmutbegović will visit on 25 and 26 August 2016 the institutions for persons with mental disabilities in the Federation of Bosnia and Herzegovina, in order to get acquainted with the situation in these institutions and review the situation of human rights. These visits are significant in relation to the judgement of the European Court of Human Rights in Strasbourg of 3 November 2015 in the case Hadžimejlić and Others vs. Bosnia and Herzegovina in which it was found that Bosnia and Herzegovina has violated Article 5 of the European Convention for the Protection of Human Rights and Fundamental Freedoms because the applicants were for many years kept placed in social care P.I. Institute for Mentally Disabled Persons "Drin", Fojnica, without a valid legal ground or without a court decision, since it was not continuously provided judicial review of justification and expediency to keep the applicants in this and similar institutions of social protection. Upon completion of the visits, based on the assessment of the situation in institutions for mentally disabled persons, the Ombudsman of Bosnia and Herzegovina will communicate a special report to the competent authorities.
