Press statement | 05.07.2016 Held Workshop for Capacity Building Of Monitors for Forced Return Warsaw On behalf of the Ombudsman for Human Rights of Bosnia and Herzegovina, Associate Ivana Džidić attended the workshop for capacity building of monitors for forced return, which was organized by Frontex and the European Union Agency for Fundamental Rights (FRA), held on 28 and 29 June 2016 in Warsaw, Poland. The workshop was attended by representatives of the European Ombudsman, delegates of Frontex consultation forum on fundamental rights, representatives of the Council of Europe - Committee for the Prevention of Torture, International Centre for the development of migration policy and national monitors from organizations and institutions involved in monitoring the return, as well as monitors from third countries that are not members of Frontex neither EU member state. In addition, the participation in the workshop was also taken by ombudsmen/human rights defenders from Albania, Bulgaria, Cyprus, Czech Republic, Germany, Macedonia, Denmark, Greece, Kosovo*, Latvia, Serbia and Spain. The cause of the workshop was the fact that in the near future is expected increase of the returns on the level of the Member States, and it is therefore necessary to support the Member States in their efforts to establish a functioning and effective mechanism of control. The aim of the workshop was to exchange information and experiences so far between the monitors regarding applied practices as to the best monitoring of forced returns in accordance with fundamental rights. At the workshop were debates on how to improve the monitoring system for the forced flight from the European Union to third countries and effectively ensure respect for fundamental rights during forcible return. The two-day work was organized in two parts, theoretical and practical, in which all attendants could actively participate. They were divided into four groups in which they had the opportunity to comment and exchange experiences on the following topics: the presence of monitors during the forced returns coordinated by Frontex, the guide for the forced flight, the use of force and reporting.
