Delegation of Monitoring Committee of the Council of Europe Parliamentary Assembly visited the BaH Ombudsman

Ombudspersons of Bosnia and Herzegovina Mr. Sci. Jasminka Džumhur and Dr. Ljubinko Mitrović held a working meeting with the delegation of the Monitoring Committee of the Parliamentary Assembly of the Council of Europe, consisting of: Egidijus Vareikis and Sir Roger Gale, co-rapporteurs of the Monitoring Committee of the Parliamentary Assembly of the Council of Europe and Caroline Ravaud, Head of the Monitoring Department of the Parliamentary Assembly of the Council of Europe.

Delegation of the Monitoring Committee of the Council of Europe Parliamentary Assembly is visiting Bosnia and Herzegovina as part of the preparation of a comprehensive report on the fulfillment of commitments taken by Bosnia and Herzegovina as a full member of the Council of Europe. The last report of this scale was published in 2008. The rapporteurs were interested in the current situation of the Institution of Human Rights Ombudsman of Bosnia and Herzegovina, its status and capacity to fully fulfills its mandate.

Ombudspersons informed the delegation with the proposed new Law on the Ombudsman of Bosnia and Herzegovina and the process of making amendments to the Law on Prohibition of Discrimination in Bosnia and Herzegovina, as well as the challenges faced in the first year of the mandate. They briefly presented the human rights situation, and expressed concern over the number of complaints on the poor functioning of the judiciary and administration, which is the area with largest share in the total number of complaints of citizens. Ombudspersons have, among other things, pointed out that the number of complaints in the field of economic and social rights is also on the rise, expressing also their opinion that for labor law reform adequate social funds are not provided, as well as stronger inspection oversight and strengthened mechanisms for workers protection.

The meeting was held in a constructive spirit where support to the work of the Institution of Human Rights Ombudsman of Bosnia and Herzegovina was expressed by Delegation of the Monitoring Committee of the Council of Europe Parliamentary Assembly.
